1. Call to order and consent agenda
Chair Stephanie Watson called the meeting to order at 6:02 p.m. Pat Nault moved to approve the Consent Agenda. Eme Ray seconded the motion. Motion passed.
2. Neighborhood Resource Officer update
Neighborhood Resource Officer Micah Prim provided an update, joined by Captain S. Wheeler. Discussion focused on public-safety responses along the Fish Lake Trail and concerns related to dry and drought conditions.
Celeste Shaw shared concerns regarding activity around Lucky Goods, including discarded foil and drug paraphernalia and use of outdoor electrical outlets.
Neighbors discussed appropriate ways to report concerns. Residents were encouraged to use 3-1-1 for applicable non-emergency concerns, and Crime Check to report suspicious activity or other non-emergency public-safety concerns.
3. Office of Neighborhood Services update
Amber Groe with the Office of Neighborhood Services shared that applications for the Spokane Neighborhood Leadership Academy will be available and due in the fall. She also encouraged residents to visit Spokane Public Library locations for summer reading programs.
Amber emphasized the importance of providing cross streets when calling in or submitting concerns online, and encouraged neighbors to stay up to date through Alert Spokane.
4. City Council update and traffic concerns
Council Members Paul Dillon and Kate Telis were unable to attend. Ginny Ramos shared information about the new street-racing ordinance and Water Wise resources, including watering schedules.
Neighbors shared concerns about speeding, and about Inland Empire Way being used for street racing and excessive-speed driving.
5. Neighborhood signage and placemaking
Neighborhood leadership shared a goal of installing more permanent physical neighborhood signage. Neighbors discussed potential locations and placemaking opportunities, including a mural location behind Latah Bistro.
6. Food at neighborhood meetings and events
Neighbors discussed options for providing food at meetings and community-engagement events, including considerations related to potlucks and catered food.
7. Next neighborhood council meeting
The next Latah-Hangman Neighborhood Council meeting will be held July 16, 2026, from 6:00–7:30 p.m.
8. Adjournment
Becky Dickerhoof moved to adjourn the meeting. Eme Ray seconded the motion. Motion passed. The meeting adjourned at 7:31 p.m.
