City file Z25-572PPUD · Updated Oct. 14, 2026
A developer has applied to build about 459 homes on roughly 107 acres off Meadow Lane Road in Latah Valley. The City has not yet set a public hearing date.
What’s happening?
Eagle Bluff is a proposed preliminary long plat and planned unit development (PUD) at 6211 S. Meadow Lane Road. It would divide 11 parcels (106.59 acres, zoned Residential 1) into 331 single-family lots and 33 middle-housing lots, about 459 homes in all, with part of the plat set aside for townhomes. The applicant is J.R. Bonnett Engineering; the owner is Rock Island Sand and Gravel, LLC.
This is a Type III application, which means it requires a public hearing before the City’s Hearing Examiner. The City routed the application to agencies and departments for review, with comments due January 15, 2026. No hearing date, environmental determination or decision has been posted on the City’s project page. Current status not confirmed.
Why it matters
Eagle Bluff would add homes to a part of Latah Valley where neighbors have long raised concerns about traffic and the number of ways in and out.
What the developer’s traffic study says: The study (December 2025) estimates about 3,940 vehicle trips a day. It assumes roughly 95% of that traffic would use a new street connecting to Meadow Lane Road in the north (61st Avenue) and roughly 5% would use a connection to Moran View Street in the south (73rd Avenue). It reports that two US 195 intersections, at Meadow Lane and at Hatch Road, already fail the City’s standard in the morning peak. It finds the only intersection below standard in 2030 is the north J-turn near Thorpe Road in the evening peak, with or without the project, and recommends WSDOT monitor it. It recommends a transportation impact fee of about $3.03 million and no other intersection improvements.
Neighbor concerns: In 2025, nearby residents told KHQ that there is “only one way to town” and worried about extending a dead-end street through their neighborhood.
Open questions:
- When will the Hearing Examiner hearing be held, and when can neighbors comment?
- Does the plan include emergency or evacuation access? The documents we reviewed do not describe one.
- How will the project affect evacuation routes on US 195, Meadow Lane and Moran, alongside other approved and proposed projects?
- What do the geotechnical and critical-areas reports say about the site’s slopes?
Where things stand
- Next — Public hearing before the Hearing Examiner. Date not yet posted.
- Jan. 15, 2026 — Agency and department comments due.
- Dec. 2025 — Application and traffic study posted on the City’s project page.
- May 2025 — Plans first reported by KHQ at the pre-development stage.
How you can help
There are two ways to help. You don’t need to be a Council officer for either one.
Start here (a few minutes)
- Look at the plans. The City’s Eagle Bluff project page has the site plans and studies.
- Tell us what you think. Share your concerns or questions about traffic, evacuation routes or the site’s slopes in the comment form below.
Take on a piece of this (leadership opportunities)
These are the jobs that would move this issue forward. The Council will help you get started.
- Track the application. Ask the City planner for the hearing date and public comment window, then post an update here.
- Read the traffic study. Write a plain-language summary of what it says about Meadow Lane, US 195 and Moran.
- Ask about emergency access. Find out whether the plan includes evacuation or emergency routes, and share the answer here.
- Gather neighbor input. Collect concerns from Eagle Ridge, Meadow Lane and Moran neighbors before the hearing.
To take one on: choose “Yes” on the form below and tell us which one in the comment box. You can volunteer without leaving a comment, and we’ll follow up. If you can’t use the form, call or text the neighborhood info line at (509) 724-0331.
